Loosey Goosey n it works! Here's how I do mine in P.S. (if interested): Ellipse tool white, draw in "tail" for word balloon, then use stroke tool under edit for the black outer line. It can also be resided using this method. This is just the basic. I'd be happy to email you a link to detailed instructions if you'd like. I like how they turned out.
